Draft Order of Approval for Public Comment - Starbucks Kent

The Puget Sound Clean Air Agency (the Agency) is publishing a public notice for a proposed Regulatory Order for Starbucks Kent. Starbucks Kent roasts coffee and currently operates eight roasters, referred to as the 1A, 1B, 2A, 2B, 3A, 3B, 4A and 4B lines. Lines 1A and 2B are coffee roasters controlled by catalytic oxidizers, Lines 1B, 2A, 3A, and 3B are coffee roasters each controlled by a thermal oxidizer, and Lines 4A and 4B are coffee roaster lines controlled by thermal oxidizers with a catalyst bed prior to the oxidizer. The 4A and 4B cooling trays are controlled by a shared regenerative thermal oxidizer. The facility additionally utilizes one 9.9 mmbtu/hr natural gas fired boiler, and natural gas-fired heaters.

The proposed Order is a Regulatory Order reviewed under PSCAA Regulation I 3.03(f) and would provide the applicant with federally enforceable emission limits formally establishing it as a minor and area source of air pollution. Nitrogen oxide emissions would be limited to 90 tons per twelve-month rolling period facility-wide and Carbon monoxide emissions would be limited to 90 tons per twelve-month rolling period facility-wide. This notice is published pursuant to WAC 173-400-091 and WAC 173-400-171(3)(k).

PRELIMINARY DETERMINATION

The Agency has completed a review of application No. 12121 and has made a preliminary determination that the proposal meets all the requirements of Regulations I, II and III and should be approved.

PUBLIC COMMENT and PUBLIC HEARING

The first day of the public comment period is November 12, 2021 and the last day is December 13, 2021. The information considered in making this preliminary determination and the draft Order No. 12121 are available here:
