The Puget Sound Clean Air Agency (the Agency) is publishing a public notice for a Notice of Construction Order of Approval for Fluid Motion, LLC in Arlington and is also publishing a preliminary Determination of Nonsignificance as Lead Agency for SEPA associated with this Notice of Construction Order of Approval. Fluid Motion fabricates fiberglass boats in two lamination buildings: Building 2 and Building 3. The boats range from 25-45 feet and are manually fabricated with open molds. Gel coat resin, vinlyester and polyester resins are applied to the molds to produce hulls, decks, and small parts. Upholstery and wood fixtures are also assembled at the facility. The proposed Order would remove existing facility-wide emission limits established in PSCAA Order of Approval 10761 and Order of Approval 11711, which cancelled and superseded 10761. The proposed Order would establish Fluid Motion as a Title V Air Operating Permit source.

The emissions associated with this project were evaluated and could total up to 58.7 tons/year styrene, 4.32 tons/year of methyl methacrylate and 63.2 tons/year of volatile organic compound (VOC). The 63.2 tons/year total VOC includes the styrene and methyl methacrylate emissions as well as 0.08 tons/year n-Hexane and 0.03 tons/year of toluene. Each of the chemicals contributing to the total of 63.2 tons/year VOC are also classified as Toxic Air Contaminants (TACs).


The Agency has completed a review of application No. 12155 and has made a preliminary determination that the proposal meets all the requirements of Regulations I, II and III and should be approved.

The Agency, as the lead agency for this proposal, has made a preliminary determination that the proposal would not have a probable significant adverse impact on the environment for purposes of SEPA. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed Environmental Checklist and other information on file at the Agency. This information is available to the public upon request and is available on the Agency website through this public comment period. A Determination of Nonsignificance (DNS) for this proposal is issued in accordance with WAC 187-11-340(1), WAC 197-11-970, and Puget Sound Clean Air Agency Regulation I, Sections 2.07 and 2.12.

Written comments will be accepted until the end of the 30-day public comment period per WAC 173-400-171.  All comments received during the comment period will become part of the public record.  The applicant, any interested governmental entity, any group, or any person may request a public hearing within the thirty-day public comment period.  A request must indicate the interest of the entity filing it and why a hearing is warranted.  The Agency may hold a public hearing if it determines that significant public interest exists.  Once the Agency has reviewed and responded to comments from the public, the draft Order will, if necessary, be revised, and then issued in final form.
