The Puget Sound Clean Air Agency is providing public notice for a proposed permit for Canyon Creek Cabinet Co to replace their existing spray lines with an automated process. This includes two automatic spray booths, two automatic sanding machines, two manual sanding tables, two automatic part cleaners, two vertical ovens and two horizontal ovens and one part flipper. To support the new system, two small (less than 2 MMBtu per hour heat input each) natural gas-fired boilers will be installed to provide heat for the four ovens in the system.

The proposed project will also require a baghouse to control particulate matter emissions from the sanding and parts cleaner equipment. 

With the removal of the old equipment, there will be no increase in permitted emissions or changes in coating constituents. The new line will be as efficient as the current line.

PRELIMINARY DETERMINATION

The Agency has completed a review of application No. 12215. Based on this review, the Agency has made a preliminary determination that the proposal meets all the requirements of Regulations I, II, and III, and draft Order No. 12215 should be approved.

The Agency, as the lead agency for this proposal, has also made a preliminary determination that the proposal would not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed Environmental Checklist and other information on file at the Agency. This information is available to the public upon request. The Determination of Nonsignificance (DNS) for this proposal is issued in accordance with WAC 197-11-340(1), WAC 197-11-970, and Puget Sound Clean Air Agency Regulation I, Sections 2.07 and 2.12; Puget Sound Clean Air Agency will not act on this proposal before July 1, 2022.

HOW TO COMMENT

Written comments with respect to the proposed Order and Determination of Nonsignificance must be mailed to Carl Slimp, Engineer, at Puget Sound Clean Air Agency, 1904 Third Avenue, Suite 105, Seattle, Washington 98101, faxed to the Engineering Manager at (206) 343-7522, or e-mailed to CarlS@pscleanair.gov within 30 days of the publication date of this notice. Any person or entity may request a public hearing within the comment period provided that any such request shall state the person’s or entity’s interest in filing it and why a hearing is warranted.

All comments received during the comment period will become part of the public record. Once the Agency has reviewed and responded to comments from the public, the proposed Order of Approval will, if necessary, be revised and either denied or issued in final form.
