Proposed Order of Approval No. 12082

King County South Wastewater Treatment Plant

The Puget Sound Clean Air Agency is providing public notice for a proposed permit for King County South Wastewater Treatment Plant to construct a commercial composting operation to process biosolids. The facility will compost up to 780 tons per year of self-generated biosolids and biosolids generated at other King County facilities. Emissions of air pollutants due to the project will be a mixture of VOCs, organic, and inorganic compounds mostly from decomposition of organic matter as well as products of combustion from a small diesel generator running a trommel screen. Total Hazardous and Toxic air pollutant emissions is 0.8 tons per year.  

PRELIMINARY DETERMINATION

The Agency has completed a review of application No. 12082. Based on this review, the Agency has made a preliminary determination that the proposal meets all the requirements of Regulations I, II, and III, and draft Order No. 12082 should be approved.

The information considered in making this preliminary determination is on file and available for inspection at the Agency’s office located at 1904 Third Avenue, Suite 105, Seattle, Washington, telephone (206) 343-8800. Any person or entity may request a public hearing within the comment period provided that any such request shall state the person’s or entity’s interest in filing it and why a hearing is warranted

All comments received during the comment period will become part of the public record. Once the Agency has reviewed and responded to comments from the public, the proposed Order of Approval will, if necessary, be revised and either denied or issued in final form.
