[ARCHIVED] Draft Order of Approval for Public Comment - City of Edmonds Wastewater Treatment Plant

The Puget Sound Clean Air Agency will hold a public comment period on a proposed permit for City of Edmonds Wastewater Treatment Plant. The project under review includes the replacement of the decommissioned sewage sludge incinerator (originally permitted in 1989) with a new Ecoremedy biosolids gasification system, with emissions controls (including odor controls) and other ancillary equipment.

The emissions associated with this project were evaluated and could total up to 0.20 tons per year of Volatile Organic Compounds (VOCs), 0.13 tons per year of Sulfur Dioxides (SO2), 1.71 tons per year of Particulate Matter (PM10/PM2.5), 1.84 tons per year of Nitrogen Oxides (NOx), 4.17 tons per year of Carbon Monoxide (CO), and 0.13 tons per year of Toxic Air Contaminants (TACs, excluding criteria pollutants identified above).

PRELIMINARY DETERMINATION

The Agency has completed a review of City of Edmonds’s NOC application 12135 and has made a preliminary determination that the proposal meets all the requirements of Agency Regulations I, II and III and should be approved. A review of the environmental impacts from this project was evaluated by the City of Edmonds, as documented in a Determination of Non-significance (DNS) published on March 15, 2019.
