[ARCHIVED] Draft Order of Approval for Public Comment - Everett Ship Repair

Proposed Order of Approval No. 12245

Everett Ship Repair

2730 Federal Ave, Everett, WA 98201

The Puget Sound Clean Air Agency is providing public notice for a proposed permit for Everett Ship Repair to add an additional dry dock to already approved operations. Operations at the facility include abrasive blasting, spray, brush, and roller coating, welding, grinding, pressure washing, hydroblasting, heavy lift barge vessel hauling and launching (dry dock). Emissions from dry abrasive blasting operations on the dry dock will be controlled by dust collectors. Emissions from spray coating operations conducted on each dry dock will be controlled by a dry air filter system.

The addition of this dry dock will increase the facility’s throughput by an additional 20 ships per year, which will be an increase from 30 ships per year. The expected emission from the entire facility is about 83 tons per year of volatile organic compounds and about 8 tons per year of hazardous air pollutants. Toxic air pollutants were also reviewed, and the entire shipyard will not exceed any of the acceptable source impact levels (ASIL) defined per WAC 173-460-150.

The Agency has completed a review of City of Edmonds’s NOC application 12135 and has made a preliminary determination that the proposal meets all the requirements of Agency Regulations I, II and III and should be approved. A review of the environmental impacts from this project was evaluated by the City of Edmonds, as documented in a Determination of Non-significance (DNS) published on March 15, 2019.

The application and the information considered in making this preliminary determination are available below.

The materials are also on file and available for inspection at the Agency’s office located at 1904 3rd Ave, Suite 105, Seattle, Washington, telephone (206) 343-8800. Written comments with respect to the proposed Order must be mailed to Ralph Munoz, Engineer, at Puget Sound Clean Air Agency, 1904 3rd Ave, Suite 105, Seattle, Washington 98101, faxed to Ralph Munoz at (206) 343-7522, or e-mailed to before the close of the public comment period which ends at close of business 11/28/2022.
