The Puget Sound Clean Air Agency is providing public notice for a proposed permit for Schnitzer Steel Industries (now known as Radius Recycling) to install a Shredder Emission Control System. This project will remove approximately 215 tons per year of volatile organic compounds from the shredding process. In exchange, the control devices will produce approximately 12 tons per year of nitrogen oxides and 14 tons per year of carbon monoxide. This project will remove Schnitzer Steel Industries from the major source air operating permit program.
Notice of this proposed Order of Approval was first published on August 10, 2023. During the public comment period, a hearing was requested. The hearing will be held on October 16, 2023, and the public comment period is extended through October 17, 2023.
The Agency has completed a review of application No. 11986. Based on this review, the Agency has made a preliminary determination that the proposal meets all the requirements of Regulations I, II, and III, and draft Order No. 11986 should be approved.
The Agency, as the lead agency for this proposal, has also made a preliminary determination that the proposal would not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed Environmental Checklist and other information on file at the Agency. This information is available to the public upon request. The Determination of Nonsignificance (DNS) for this proposal is issued in accordance with WAC 197-11-340(1), WAC 197-11-970, and Puget Sound Clean Air Agency Regulation I, Sections 2.07 and 2.12; Puget Sound Clean Air Agency will not act on this proposal before October 18, 2023.
