The Puget Sound Clean Air Agency is publishing a public notice for a proposed permit for Protective Coatings which combines all operations into a single facility (currently divided into two facilities) and extends the voluntary limit of emissions currently in General Regulatory Order No. 6946 to all operations at the combined facility. This permit action also includes approval of two new spray coating booths which are being installed to upgrade the paint shop to better process flow. The proposed Order will limit facility-wide potential emissions during any consecutive 12-month period to 49.5 tons of volatile organic compounds, 24.5 tons of total hazardous air pollutants (HAP) as established by 42 U.S.C. 7412(b)(1) and amended in 40 CFR 63 Subpart C and 9.5 tons of any single HAP.
PRELIMINARY DETERMINATION
The Agency has completed a review of Notice of Construction application No. 11488 and has made a preliminary determination that the proposal meets all the requirements of Regulations I, II and III and should be approved.
PUBLIC COMMENT
The Agency will accept any written comments received before the close of the notice date per WAC 173-400-171. Interested parties may comment on the draft Order of Approval including the engineer worksheet and the NOC application. Comments must be submitted in writing to the Agency by 11:59 p.m., February 11, 2018. The Agency will review and respond to all comments received and the comments and responses will become part of the public record.
