The proposed permit is for the installation of one thermal desorption unit controlled by a baghouse and afterburner. This notice is published pursuant to WAC 173-400-171(3)(b) and WAC 173-400-171(3)(n). The increases in emissions of particulate matter less than 10 microns in diameter (PM10) and particulate matter less than 2.5 microns in diameter (PM2.5) are above the emission threshold rates defined in WAC 173-400-030 (15 tons PM10 per year and 10 tons PM2.5 per year). In addition, the Agency has determined that there may be significant public interest in this project; therefore, the project also meets the criteria for mandatory public notice under WAC 173-400-171(3)(n).
The estimated increase in potential emissions from the thermal desorption unit are 15.47 ton/year PM10, 15.20 ton/year PM2.5, 39.97 ton/year nitrogen oxide (NOx), 28.10 ton/year carbon monoxide (CO), 4.51 ton/year volatile organic compounds (VOC), and 10.29 ton/year sulfur dioxide (SO2).

PRELIMINARY DETERMINATION
The Agency has completed a review of application No. 11665 and has made a preliminary determination that the proposal meets all the requirements of Regulations I, II and III and should be approved. The City of Everett is the SEPA lead agency for this project. The City of Everett published a proposed DNS for the project and held a public comment period from January 7 to January 22, 2019. No comments were received related to air impacts. The final DNS was issued on February 5, 2019.
PUBLIC COMMENT
The public comment period begins on June 1, 2019 and ends on July 1, 2019. The application and the information considered in making this preliminary determination are on file and available for inspection at the Agency’s office located at 1904 3rd Ave, Suite 105, Seattle, Washington, telephone (206) 689-4011. The proposed Order No. 11665 is also available at the Agency’s website www.pscleanair.org. Written comments will be accepted until the end of the 30-day public comment period per WAC 173-400-171. All comments received during the comment period will become part of the public record. The applicant, any interested governmental entity, any group, or any person may request a public hearing within the thirty-day public comment period. A request must indicate the interest of the entity filing it and why a hearing is warranted. The Agency may hold a public hearing if it determines that significant public interest exists. Once the Agency has reviewed and responded to comments from the public, the draft Order will, if necessary, be revised, and then issued in final form.
