[ARCHIVED] Permit for Public Comment - Safran Cabin

The Puget Sound Clean Air Agency (the Agency) is publishing a public notice for a proposed permit for Safran Cabin located at:

12806 State Avenue
Marysville, WA  98271

Safran Cabin manufactures aerospace parts and currently operates three adhesive application processes, referred to as the C4-1, C4-2, and Legacy lines. These lines are used to produce honeycomb core, which is used as a structural material for aerospace parts.

The proposed Order would provide the applicant with federally enforceable emission limits formally establishing it as a minor and area source of air pollution. Safran Cabin is also proposing to modify the emission capture and control system for the Legacy line by routing currently uncontrolled emissions to an existing regenerative thermal oxidizer. This project will result in a decrease in volatile organic compound (VOC) and hazardous air pollutant (HAP) emissions from the facility. Requirements related to this emission decrease are also included in the proposed Order of Approval. There is no emission increase allowed as part of this action. This notice is published pursuant to WAC 173-400-091 and WAC 173-400-171(3)(k).

PRELIMINARY DETERMINATION

The Agency has completed a review of application No. 11806 and has made a preliminary determination that the proposal meets all the requirements of Regulations I, II and III and should be approved.

Written comments with respect to proposed Order No. 11806 must be mailed to Courtney Shernan, Engineer, at Puget Sound Clean Air Agency, 1904 3rd Ave, Suite 105, Seattle, Washington 98101, faxed to Courtney Shernan at (206) 343-7522, or e-mailed to CourtneyS@pscleanair.gov.

Written comments will be accepted until the end of the 30-day public comment period per WAC 173-400-171.  All comments received during the comment period will become part of the public record.  The applicant, any interested governmental entity, any group, or any person may request a public hearing within the thirty-day public comment period.  A request must indicate the interest of the entity filing it and why a hearing is warranted.  The Agency may hold a public hearing if it determines that significant public interest exists.  Once the Agency has reviewed and responded to comments from the public, the draft Order will, if necessary, be revised, and then issued in final form.
