Puget Sound Clean Air Agency Upcoming NOC Fee Workshop
The Puget Sound Clean Air Agency will be holding a Fee Workshop on February 17, 2021 from 2:00 – 3:30 pm. This meeting will be held via Zoom and will be recorded. Zoom meeting information and link can be found below.
This workshop will be held to discuss potential changes to the Agency’s fees related to the Notice of Construction (NOC) program. The Agency has four fee programs that cover most Compliance staff work: The NOC program, Asbestos, Registration and Operating Permits. At this time, the Agency is proposing changes to only NOC fees, while leaving the other fee programs unchanged. NOC fees are intended to cover the costs associated with the program. An NOC Order of Approval is required when constructing a new source of air pollution or when modifying an existing source.
All Agency fee programs are designed to recover the costs incurred to implement and administer the requirements for the program. This is a result of consistent policy direction from the Agency’s Board of Directors. To meet this objective, fee programs are reviewed regularly to determine if the fee levels are consistent with the level of effort in the program and the Agency budget.
The most recent adjustment to NOC fees was nine years ago in 2012. It has become clear that an increase in NOC fees is needed to better align with the costs associated with the program. These changes generally include increases of 5-10% for most existing NOC fee categories, as well as the addition of new fee categories for the most labor-intensive NOC project types.
This workshop is intended to share information and allow businesses to ask questions about the fee proposal. The proposal will be available for public comment from late February through late March. The public hearing on the proposed NOC fee changes will occur at the March 25, 2021 Board meeting. If approved by the Board, the proposed fee changes would be effective June 1, 2021.
