[ARCHIVED] Draft Order of Approval for Public Comment - Lenz Enterprises, Inc. Composting

The Puget Sound Clean Air Agency (the Agency) is publishing a public notice for a proposed permit and public hearing for Lenz Enterprises, Inc. (Lenz) to expand their commercial composting facility from 75,000 to 150,000 tons per year of feedstock. Lenz is proposing to control VOC and other odor emissions from the composting operation by using negatively aerated static piles and a finished compost layer covering the compost piles. The emissions from the aerated static piles will be routed to biofilters. The facility accepts various compostable feedstocks including food waste, which will be limited to a maximum of 14% by weight within each individual compost pile. The proposed expansion of the facility will increase emissions of volatile organic compounds by up to 33.8 tons per year, ammonia by 17.2 tons per year, and hazardous air pollutants by 8.0 tons per year.

PRELIMINARY DETERMINATION

The Agency has completed a review of application No. 11753 and has made a preliminary determination that the proposal meets all the requirements of Regulations I, II and III and draft Order No. 11753 should be approved.

PUBLIC COMMENT and PUBLIC HEARING

The first day of the public comment period is March 23, 2021 and the last day is April 28, 2021. The information considered in making this preliminary determination and the draft Order No. 11753 are available here:

All comments received during the comment period will become part of the public record. Once the Agency has reviewed and responded to comments from the public, the draft approval will, if necessary, be revised and either denied or issued in final form.
